  18. <p>     A report from the Resolution Trust Corporation is expected
  19. this month, and it figures to stoke congressional ardor to find
  20. scapegoats for the S&L mess. The report will examine
  21. transactions during 1988, when private investors, at the
  22. government's request, scooped up troubled S&Ls and then
  23. received whopping federal subsidies for doing so. In 94 cases,
  24. entrepreneurs like Ronald Perelman, owner of Revlon, and Texas
  25. billionaire Robert Bass wound up reaping, on average, $78 for
  26. each dollar they invested. Some who received this windfall
  27. have argued that their intervention was cheaper than allowing
  28. the bankrupt S&Ls to pile up losses. The House and Senate have
  29. scheduled hearings to question whether such generosity to the
  30. wealthy was really necessary.
